Notes on employee numbering

1. Never reuse a number. A reissued identifier breaks the audit trail on
   everything the previous holder ever did.
2. Do not encode anything that can change — location, department, grade or
   employment type all move, and the identifier then lies about the person.
   A joining year is safe because it never changes.
3. Keep it short enough to say out loud and long enough not to run out.
   Four digits covers 9,999 people ever, not 9,999 at once.
4. The identifier is an internal key, not a secret. Do not derive anything
   security-relevant from it.

Employee numbering looks trivial and is the kind of decision that is expensive to reverse. Two rules do most of the work: never reuse a number, and never encode anything that can change.

Location, department, grade and employment type all move. A joining year does not, which is why it is the one attribute worth encoding.

Should an employee ID encode the department?
